Unsurprisingly Friedman pursued a utilitarian approach in the Foreword: "A single-payer system has great political appeal. It promises to provide quality health care to all, regardless of income, religion, race, or initial state of health. But does it live up to that promise?" Friedman does not answer this query, though it is obvious in the final sentence of the Foreword that he believes this book provides ample evidence that the answer is NO.
